Replacement of 2010 Model Year Taxicabs
REMINDER TO MEDALLION OWNERS OF 2010 MODEL YEAR TAXICABS:
In compliance with the age and mileage limitations for taxicabs outlined in the law and Authority regulations, the last day on which a 2010 model year vehicle may be operated in taxicab service is December 31, 2018. This date is fast approaching. See 53 Pa.C.S. § 5714 and Act 164 of 2016 – 53 Pa.C.S. § 57B02 (c)(6); see also 52 Pa. Code § 1017.4. Attached is the December 5, 2018 Order of the Hon. Sheldon C. Jelin which denied a waiver seeking an extension of time to allow eight (8) year old taxicabs to continue to operate. (Download Docket No. P-17-12-01 Order Here)
As you will recall, taxicabs are no longer subject to biannual inspections and the law mandates that taxicabs shall be no more than eight (8) years old or have been driven no more than 350,000 miles. This reminder notice is being sent to you to help prevent scheduling conflicts. Please contact the TLD’s Enforcement Department at (215) 683-9447 to schedule a change-of-vehicle appointment.
OUT OF SERVICE DESIGNATION: ACT 164 of 2016, section 57B02 requires five (5) day notice to the CERTIFICATE owner prior to suspending or otherwise disabling a taxicab meter. THIS IS YOUR NOTICE.
Additionally, because taxicabs of the 2010 model year have not been issued new medallions, consequently, those vehicles may also be placed out of service on January 1, 2019 for failing to have a current medallion.

2019-2020 Medallion Issuance
IMPORTANT INFORMATION REGARDING 2019-2020 MEDALLIONS:
Per Authority regulation 52 Pa. Code § 1013.1 (relating to certificate and medallion required), a vehicle may not provide citywide taxicab service unless a current and valid certificate is issued by the Authority to the owner of the vehicle and the medallion assigned to that certificate is attached to the vehicle.
The Enforcement Department will immediately begin issuing the 2019-2020 Medallions to eligible taxicabs. Medallion owners should send their drivers to the TLD Headquarters, 2415 South Swanson Street, Monday through Friday between 7:00 a.m. and 4:30 p.m., excluding Holidays (Thanksgiving Day, Christmas Eve, and Christmas Day), to be issued the new medallions.
For your convenience the below listed schedule is provided:
P-0001 to P-0100 October 31, 2018 to November 2, 2018
P-0101 to P-0300 November 5, 2018 to November 9, 2018
P-0301 to P-0500 November 12, 2018 to November 16, 2018
P-0501 to P-0700 November 19, 2018 to November 23, 2018
P-0701 to P-0900 November 26, 2018 to November 30, 2018
